I don’t think parking spaces or carpool lanes are necessarily comparable to rest rooms. A rest room stall marked “Handicap Accessible” doesn’t mean “Reserved Exclusively Only for Handicapped.” I recently noticed a placard in a Washington, DC airport restroom stall reading: “Handicap Priority,” which I think makes good sense and maybe signals a trend toward clarifying this in public facilities. In other words, all the stalls (regular and handicap accessible) are available for general use, but anyone coming into the rest room who needs the special accomodation gets priority for that particular stall when it becomes available.
